Immediate Past Responsibility:
- Diplomatic Post as Labor Attache, Philippine Embassy in Tokyo, Japan (March 2011 to March 2014)
Headed the Philippine Overseas Labor Office (POLO Tokyo) at the Philippine Embassy in Japan in partnership with the Welfare Officer
Encouraged more Japanese employers to accept Filipino workers through streamlined procedures and quick and immediate response to their needs
Ensured that Filipino workers in Japan receive all the emoluments and benefits that they are entitled to
Together with the Welfare Officer, ensured that the welfare and interest of all Filipino workers are upheld at all times
Collaborated with various Japanese government and non-government offices including the Ministry of Foreign Affairs, the Ministry of Health, Labour and Welfare, the Japan Shipowners Association (JSA) and the All Japan Seamen’s Union (JSU)
Wrote and edited articles, prepared the layout and blueprint of the Filcom Monthly, a monthly newsletter documeting the activities of the Filipino Community in Japan and the activities and accomplishments of POLO Tokyo
Organized regular seminars and acted as Resource Person on various subjects for the Filipino Community at the University of POLO Tokyo (UP Tokyo)
Past Responsibilities:
• Executive Director, TESDA Focal Person (since 1998) and Quality Manager for the Maritime Sector
Led TESDA’s efforts towards full compliance with the requirements of the Standards of Training Certification and Watchkeeping (STCW) Convention, as amended in 1995
Conceptualized, established and operationalized the Internet-based Ratings Certificate Verification System in TESDA (the first of such system established among member Flag States of the International Maritime Organization all over the world)
Represented TESDA in the meetings of the Maritime Training Council and other maritime-concerned agencies and organizations
• Acting Executive Director, Maritime Training Council (Since April 26, 2010)
Exercised overall supervision of the activities of the Maritime Training Council Secretariat which undertakes the development of standards for mandatory training programs under the STCW, the accreditation of maritime training programs, the assessment and certification of seafarers and the development of policy and procedures for the Maritime Training Council.
• Official TESDA Counterpart to the Office of the Presidential Assistant for Education, Malacanang, Secretariat to the Presidential Task Force for Education (2007)
Reported directly and provided technical assistance to the Presidential Assistant for Education
Represented TESDA in the technical deliberations of the Task Force Secretariat
• Executive Director, Competency Assessment and Certification Office, TESDA (2006)
Organized the Competency Assessment and Certification Office and exercised overall supervision over the deployment of competency assessment instruments to the assessment centers, the accreditation of competency assessors and assessment centers, the development of procedures and guidelines for the conduct of competency assessment and certification and the generation and maintenance of registry of all certified Filipino workers including ratings in the maritime sector.
• Executive Director, Corporate Affairs Office, TESDA (2005)
Organized the Corporate Affairs Office and exercised overall supervision over the development of the TESDA Corporate Plan, the maintenance of the TESDA Management Information System, and the implementation of the TESDA Communication and Advocacy Plan.
• Director of the TESDA Regional Office IV (Southern Luzon) and later Regional Office IV-A (CALABARZON) (October 2001 – 2004)
Supervised the overall operations of the regional office and the network of TESDA provincial offices, technical vocational institutions and training centers in the entire region
Administered the technical education and skills development programs in the region
Coordinated and collaborated with other government and non-government agencies for the effective implementation of TESD programs
• Member of the Technical Panel for Engineering, Technology and Architecture in the Commission on Higher Education (representing TESDA from 1999 to 2002)
Advocated the adoption of a fully articulated curriculum to bridge technical education and higher education
Advocated the adoption of a competency-based higher education system in tandem with the competency-based technical education and training system
Participated in the assessment of centers of development and centers of excellence in higher education
• Chairperson of the TESDA Committee on the 5-Year Performance Review of TESDA
Collaborated closely with the 3-man Independent Review Panel appointed by the President to review the performance of TESDA for the period 1995-2000
Provided data and information inputs to the Panel
Updated the TESDA Secretariat on the progress of work undertaken by the Review Panel
• Chairperson of the TESDA Bids and Awards Committee (BAC) (Dec 2002 – 2004) (Member, 2006)
Steered the deliberations of the Committee on the search for tenders, evaluation of bids and selection of the most responsive bids for various projects and service contracts of TESDA
Led in the development, implementation and fine-tuning of the assessment criteria for the evaluation of bids for various projects and service contracts

• TESDA Spokesperson (2002 – 2003)
Acted as media spokesperson and briefing officer of TESDA, for local and foreign guests
Participated in radio and television interviews focusing on the programs and projects of TESDA, especially on the maritime sector
• TESDA Resident Ombudsman (1999 – 2002)
Conducted fact-finding and investigation of reported complaints against TESDA personnel
• Executive Director, Office of Formal Technical Vocational Education and Training, TESDA (1997 – 2001)
Provided technical assistance to the network of technical vocational institutions all over the country
Conceptualized, developed and operationalized the Unified TVET Program Registration and Accreditation System (UTPRAS), one of the major reforms adopted by TESDA and currently utilized nationwide to regulate the quality of the delivery of TVET programs all over the country
Conceptualized and developed the original concept of the Philippine TVET Quality Awards as an integral component of UTPRAS to provide incentives to TVET institutions which adopt and implement quality systems
Conceptualized and operationalized the Rationalization Program for all TESDA schools to divest them of the secondary programs and rationalize their TVET program offerings
Operationalized the Adopt-A-School program with the Central Luzon State University to transform TESDA agri-fishery schools into learning and resource centers to serve the needs of their communities
• Executive Director, Planning Office, TESDA (1995 – 1997)
Spearheaded the development of the National Manpower Plan in conjunction with the National Employment Plan developed by the Department of Labor and Employment
Conceptualized, developed and operationalized the manpower planning methodology now known as PSALM (Policy-oriented, Sector-focused, Area-based, Labor Market driven) approach in the determination of skills development priorities, a bottom-up manpower development planning approach which was utilized by the field units in TESDA
Closely coordinated with the Department of Labor and Employment and the National Economic and Development Authority to ensure the relevance of the Manpower Plan vis-à-vis the Employment Plan and the Medium Term Philippine Development Plan
• Executive Director, Office of Manpower Planning and Coordination, National Manpower and Youth Council and Interim Executive Director of the Planning Office, TESDA (1993 – 1995)
Led in the formulation of the Medium Term National Manpower Plan and the development of policy development and planning system in the NMYC
(In the formative days of TESDA) Acted as Interim Secretary of the TESDA Board and assisted in the formulation of rules and regulations implementing RA 7796 or the TESDA Act of 1994
Spearheaded the conduct of various researches and studies on the technical vocational education and training sector as well as the conduct of capability build-up programs on manpower planning under the auspices of the World Bank assisted Vocational Training Project
• Associate Professor, Graduate School of Management, Pamantasan ng Lungsod ng Maynila (1995 – 1997)
Handled subjects in Corporate Planning, Public Personnel Management, Human Behavior in Organizations, Wage and Salary Administration and Organizational Behavior
Acted as member of the Panel in Oral Defense Sessions for students graduating in masters program in management
• Bureau Director, Bureau of Local Employment, DOLE (1986 – 1993)
Conceptualized, developed and operationalized the Public Employment Service (PESO) Program (which is now being implemented by the local government units)
Supervised the network of public employment service offices nationwide and provided technical assistance to the employment promotion division of the DOLE Regional Offices
Conceptualized an employment-oriented functional framework for the Department of Labor and Employment with the following basic components: employment policy development, employment facilitation, employment generation, employability enhancement and employment conservation, a concept which has been largely adopted by the DOLE
Spearheaded the decentralization of the employment facilitation and regulation functions of the Bureau in accordance with pertinent amendments to the Labor Code
• Division Head, Skills Development and Certification Division, POEA (1985 – 1986)
Broadened the scope of the workers registry for overseas employment to include all categories of health workers and other maintenance and service workers
Spearheaded the regulation of the activities of review centers for nurses bound for the United States with H-1 (working) visa
• Division Head, Landbased Workers Registry Division, POEA (1982 – 1985)
Developed and operationalized the Philippine Entertainment and Certification Center (PECC), a facility for the assessment of Filipino entertainers seeking jobs abroad
Developed and operationalized the registration system for overseas job applicants to systematize the recruitment of Filipino workers on a government to government basis
• Division Head, Employment Service Division, Bureau of Employment Services, Department of Labor (1977 – 1982)
Developed the employment facilitation procedures and forms adopted by the public employment offices all over the country
Supervised the establishment and operationalization of the network of 52 public employment offices all over the country
• Senior Employment Service Officer, Bureau of Employment Services (entry job in the Department of Labor on December 16, 1974, initially as a casual employee)
Designated as Desk Officer for the Southern Tagalog and Bicol Regions to provide technical assistance to the public employment service officers in these areas
